RFP: Property Sale
The Housing Authority of the City of Richmond (HACR) invites bids from Contractors, Vendors, and Companies for the purchase of various properties (listed in the attached scope) for affordable housing development in Wayne County, Indiana. Contractor or any subs must have demonstrated knowledge of all stated purchase and development requirements.
Details and bids are due as attached. Please see all forms for details and attachments (If Applicable).
Electronic and paper bid submissions are acceptable. Please also return all fully filled out attached documents (if applicable) and a current copy of a Certificate of Insurance showing Housing Authority of the City of Richmond as "Certificate Holder" Must be included (If Applicable). Failure to submit all (applicable) documents may result in the submitted bid being rejected.

PROPOSALS WILL BE OPENED AND READ PUBLICLY
The Housing Authority of City of Richmond is seeking qualified Companies / Vendors for the purchase of multiple vacant lots for affordable housing development located in Richmond, IN. The HACR currently employs approximately 20 individuals and manages several housing programs. HACR is a public entity that was formed to provide federally subsidized housing and housing assistance to low-income families. HACR is headed by an Executive Director and is governed by a seven-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the HACR's procurement policy.
Proposals must be received no later than 4:30 PM on May 1, 2025.

Proposals will not be accepted after the date and time stated above. Incomplete proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate HACR to award a contract or sale of property, nor is HACR liable for any costs incurred by the proposer in the preparation and submitting proposals for the subject work. HACR retains the right to award all or parts of this contract to several bidders, to not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer has read the RFP and understands all the requirements and conditions.
